When the factory in Salisbury shut down due to the recession, Efret offered me a position, and I’ve been here ever since."

At the time, Efret was a small operation, with just two people in the office, one of whom was Zita, who remains an integral part of the team. Bart was the third to join. "The company has grown significantly since then, and it’s been amazing to witness that transformation."

When asked about the biggest operational and legislative changes over the years, Bart points to the increasing amount of bureaucracy and limitations, particularly the impact of Brexit, the Macron law in France, MiLoG in Germany, and the Mobility Package. While he acknowledges the EU’s intentions were genuine, he feels the execution has created more challenges for the industry.

On the technological front, Bart highlights the shift toward automation, including improved telematics and less paperwork, which has made operations more efficient. He also reflects on one of the most unusual projects he's worked on—a special transport operation involving oversized machinery from the UK to Morocco. "I was also involved in transporting a hydrogen electrolyser system worth around £1.5 million for a green energy project," he says.

Of all the countries he’s visited, Poland stands out as his favourite. "Poland is the powerhouse of transport in Europe. The country has a lot of great partners, and I always look forward to my visits. Plus, the food is unbeatable!"

For Bart, the most rewarding aspect of his job is the variety. "The lack of routine and the opportunity to constantly learn new things keep me engaged. It’s never boring," he shares. However, he’s not fond of the bureaucratic red tape that comes with the industry. "Next question, please!" he laughs.

As for Efret's success, Bart believes it comes down to the team. "We have intelligent, determined, and willing people. At Efret, we make sure our customers feel that their cargo is in safe hands. Zita, who was the very first employee after Efret was founded in 2005, has seen the company evolve from a two-person operation to the robust business it is today. "I joined in July 2007, and at the time, I was the first employee, apart from the founders. I had previously worked as a freight organiser in Hungary," Zita recalls. "It’s been an incredible journey to see the company grow, and I’m proud to have been part of it almost from the start."

Before entering the transport world, Zita had her own business in catering, which she eventually had to close. "It’s a long story," she laughs. "I lost my business and needed to make a change. That’s when I found my way into the transport industry, and it’s been a rewarding experience ever since."

One of the most significant operational changes Zita recalls was the company's partnership with Amazon. "When we started working with Amazon, we had to completely change our way of working and adapt our systems. It took more than a year to adjust, but it was a game-changer for the company."

Brexit also had a significant impact on the European transport business. "Brexit has brought its own set of challenges, and as a company, we’ve had to constantly adapt to the changing regulations and requirements," she says. "Before that, the rules for drivers changed, and countries started introducing their own special regulations to protect local workers. Legislation is always changing, and we’ve had to stay on top of it."

Technology has played a major role in improving Zita’s job, especially with the increased use of automation and IT systems. "IT has been a big help in streamlining processes, and automation has made everything much more efficient. It’s exciting to see how much we’ve evolved with the help of technology."

When asked about the most unusual cargo she’s moved, Zita admits she can’t think of anything too unusual, but she has handled some high-value shipments. "We’ve moved some big machines, which are always interesting and challenging."

Among the countries she’s visited for work, Zita's favourite is the UK. "I love the UK! It’s now my adopted home and a big part of Efret’s business, and I enjoy the visits around the country."

Zita thrives on the challenges her job presents. "What I love most is solving problems and challenges. I also really enjoy working with people—whether it’s our team or our customers. There’s always something new to learn."

However, she does mention one thing she doesn’t like about the job. "I don’t like the things I can’t influence. Sometimes, we have to deal with situations that are beyond our control, and that can be frustrating."

As for Efret's success, Zita believes it comes down to the people. "It’s the people who make Efret successful. We have a team that’s dedicated, hardworking, and always focused on delivering the best service to our clients."

In the world of European transport, communication has always been a critical part of delivering first-class service. Over the past 40 years, the way truck drivers and vehicles communicate with each other and with their home bases has transformed beyond recognition.

The early days: coins and payphones

Decades ago, the capability of keeping in touch with drivers on the road were a far cry from the instant communication we take for granted today.

It seems archaic now, but drivers embarking on long journeys across Europe were equipped with coins in multiple currencies. These were not for personal use but to stop at an agreed network of the ubiquitous ‘Les Routiers’ truck stops where they could update their home base via payphone. It was a cumbersome system, but it was the only available option at the time, laying the foundation for the strong communication links that were to come.

The advent of mobile phones

The next significant leap in the 80’s came with the introduction of mobile phones, a technological marvel that began to change the landscape of transport communication in the UK. Trucks were soon equipped, at great expense, with the first built-in mobile phones, allowing drivers to stay connected while on the move. For some forward-thinking carriers, this was extended further with the addition of both British and French network phones in the same cab. This revolutionised trans-European communication and making cross-border vehicle tracking a realistic proposition for the first time.

These advancements not only improved operational efficiency but also nurtured relationships between drivers and their office-based colleagues. Long routes that once meant isolation for drivers now became opportunities for real-time conversations, fostering rapport and building trust; qualities that didn’t go unnoticed by customers.

The GSM revolution

The introduction of GSM networks in 1991 marked another turning point, enabling mobile phones to operate across borders more reliably. This was a game-changer for drivers who frequently traversed multiple countries, as it allowed for continuous communication without the need to switch networks manually.

As handheld mobile phones became more prevalent, it quickly became clear that every self-respecting driver needed one, turning them into an essential tool of the trade. One of the reasons that Efret decided to enter in to a joint venture partnership with GB Global in 2021 was the enticing prospect of instant access to the diverse specialties of the other Group partners. We relished this opportunity and saw the commercial potential of introducing an enhanced logistics package to existing customers and access to new ones.

In our experience, major industrial groups in Europe prefer to deal with a multi-faceted organisations rather than small niche operators at one end of the scale, and hugely complex behemoths at the other. This combination, enabled by GB Global, provides the perfect balance to appeal to procurement teams at every level.

Being part of a Group of companies, where acquisition of complementary businesses supports growth, can lead to complex administrative processes. However, GB Global actively encourages inter-company collaboration by cutting through the red tape and eradicating potential commercially restrictive practises.

Cross border collaboration has always been part of our DNA and we have demonstrated this to good effect with our burgeoning and mutually successful relationships with Group partners Ellerman City Liners, for short sea intermodal, and George Baker Shipping for road transport.

Intermodal transport alternatives are currently very much in vogue with international shippers as they clamour to meet decarbonisation deadlines set by global governments. However, in western Europe, the delivery of intermodal road/rail solutions remains a challenge with archaic restrictive practices, such as different rail gauges and unionised working practices still causing disruption.

In a crowded market place, only a few specialist companies are genuinely able to operate reliable and cost-effective intermodal services to and from the Iberian-peninsula. One of those is the Portugal based KLOG – a true pioneer and expert in this field.

Having actively admired their operation from afar, we were delighted when discussions began between the owners of KLOG and the GB Global Group. Having played a part in encouraging the joint venture to finally come to fruition, we are looking forward to rapidly joining forces with KLOG in solving some of Europe’s freight challenges.

For example, KLOG currently operates an established rail service to and from Portugal and Poland, via hubs in Spain and France. Having access to this strategic network represents a major solution for shippers trading between these economic powerhouses, who have previously relied on road transport for their supply chain fulfillment.

KLOG’s service is currently based on two block train departures a week to and from their Portuguese rail hub to Poznan in Poland, routing via Tarragona in Spain and Perpignan in France. They can also provide last mile delivery and/or collection from the Tarragona hub is available with e-trucks as an option. Due to demand, a third departure is planned for Q4/2024.

In summary, by collaborating with trusted Group partners like Ellerman, George Baker and now KLOG, we’re choosing intermodal alternatives to expand our offering to customers as a part of sustainable transport services.

Importantly, they are permitted to operate normally during weekend commercial vehicle restrictions in some countries such as France and Germany. In summary, the benefits are:

To meet unprecedented demand, Efret expands mega trailer fleet

To support growth in our European transport operations, we’ve invested in new, high specification mega trailers to expand our fleet and significantly increase capacity.

Demand for quality transport services continues to increase across all sectors as we support manufacturers with their logistics requirements across Europe.

The trailers will join our existing fleet of mega trailers by June 2024 and will be immediately deployed for key customers in the e-commerce & retail, automotive and packaging & manufacturing sectors.

Importantly, the design and construction is XL code compliant, meaning that the trailers are fully compatible with intermodal road and rail services. For example, they can be utilised on networks such as the Viia rail connection from Calais to Perpignan that offers a sustainable alternative to road for long distance freight movements between the UK and Spain.

The trailers have been built to order, with our customer requirements in mind, by leading German manufacturer Krone, and include the following features:

Hydraulic lifting roof enabling 600 mm of additional height
33 euro-pallet footprint capacity with a maximum payload weight of 24 tonnes
Fully equipped with 64 aluminium side boards for maximum load stability
Sliding roof for over-height cargo

Heavy fines for operators failing to secure goods vehicles entering the UK

Freight drivers and operators need to be more vigilant to ensure that vehicles are properly secured or risk large fines by UK Government.

It’s a common occurrence that the driver of an HGV arriving at a UK port can be selected for security checks by UK Border Force. If the vehicle is found to be unsecure because the rear doors of the trailer have not been secured by a lock, seal, TIR cord or other security device, then the driver has therefore not complied with the requirements laid out in the UK government regulations.

The driver is therefore likely to be held liable for failing to secure a goods vehicle and subject to a large fine.

The owner is also liable for a penalty because they had not ensured that the vehicle was equipped with locks or other security devices.

The maximum penalty levels are significant*

The maximum level of penalty for failing to secure a goods vehicle under section 31A is £6,000 per responsible person per incident. The maximum aggregate penalty (the maximum total penalty payable by all liable responsible persons combined per section 31A of the regulations incident) is £12,000.

Starting point for penalty level consideration*

The maximum level of penalty will be used as the starting point in determining the responsible person’s liability, subject to the following considerations relating to previous liability or involvement in incidents:

If a responsible person has no record of liability in the five years prior to the incident under consideration, the maximum penalty to be used as a starting point in determining their level of penalty will be £1,500
If a responsible person has been issued with one penalty in the five years prior to the date of the incident under consideration, the starting point will be £3,000.
If a responsible person has been issued with two or more penalties in the five years prior to the date of the incident under consideration, the starting point will be £6,000.

Applying discounts to starting point level of penalty*

The following matters will then be considered by the Secretary of State in determining any discount to be applied to the starting point level of penalty:

50% discount will be applied to the starting point level of penalty if the responsible person is a member of the Civil Penalty Accreditation Scheme.
A further 50% discount will be applied to the starting point level of penalty if the responsible person is not the driver and was not present during the vehicle or detached trailer’s journey to the United Kingdom, but they acted to ensure compliance with the Regulations.

The Secretary of State may also consider any other matters the Secretary of State thinks relevant.

Joint liability*

Where a penalty is imposed on a person who is the driver of a goods vehicle pursuant to a contract with the vehicle’s owner or hirer (whether or not a contract of employment), the driver and the owner or hirer are jointly and severally liable for the penalty imposed on the driver (whether or not a penalty is also imposed on the owner or hirer).

By synchronising smart mapping tools and GPS location feeds via API, we can keep empty running to an absolute minimum and work towards the elimination of ‘black holes’ due to repositioning.

The CMR convention demands that every European transport movement is confirmed with a proof of delivery. As these have historically been paper which has been challenging for all parties to manage, so the process was ripe for digitalisation. Efret designed an online portal, so that carriers could upload PODs and clients could access them anytime in any location, significantly improving convenience and efficiency

Digitalisation supports the decarbonisation agenda

The global decarbonisation agenda has never had more awareness and engagement, brought to the world stage once more at the recent COP28. As a result, manufacturers and shippers are treating reducing their carbon footprint as a priority. Efret launches new road freight transport service from UK to Morocco

Morocco is a politically stable and business-friendly country. Although its economy has traditionally been more aligned to Europe than to Africa, Morocco is increasingly looking to new markets to promote growth. As a direct consequence, this expansion of the Moroccan economy is creating new opportunities for UK firms.

The UK’s exports to Morocco at the end of last year were worth £1.4 billion which is likely to accelerate further as the effect of internal investments are expected to top £50 billion over the next few years, as the country gears up for the joint hosting of the World Cup in 2030 with Portugal and Spain.

To support this growth, from March 2024, Efret, part of GB Global, are launching a new road freight service direct from the UK to Morocco with scheduled departures every weekday throughout the year.

The UK’s HMRC switches from CHIEF to CDS in a radical upgrade to customs clearance systems

Since Brexit took effect in January 2021, the reintroduction of customs clearance at the UK and EU borders has had the most significant impact of any previous regulatory changes to the European transport sector.

Faced with this seismic change to our operation and service delivery, our priority was to do everything possible to maintain seamless transit of our customers freight and the minimum of delay to our trucks. To achieve this, we collaborated with the UK customs authorities to create our own dedicated customs clearance agency and brokerage.

We invested in the necessary infrastructure to become a direct representative and an Authorised Economic Operator (AEO) and the financial arrangements to provide access to guarantees and authorisations including Transit Guarantee, Deferment Account, and Authorised Consignor for the benefit of our customers. We recruited a specialist, qualified team who are all graduates of the UK Customs Academy.

In addition to our inhouse team, we established a robust network of customs agents throughout Europe enabling us to offer complete door to door Brokerage that integrates seamlessly with our transport and 4PL logistics solutions.

In the most radical development since that change three years ago, the UK’s HMRC will be closing its Customs Handling of import and Export freight system (CHIEF) and migrating to the new Customs Declaration Service (CDS).

Why is CHIEF being replaced with CDS?

CHIEF is the customs declarations system that has been used by HMRC for over thirty years. Because of its age and complexity, it was not practical to try to upgrade CHIEF to comply with the latest EU customs requirements specified in the Union Custom Code (UCC).

CHIEF’s replacement, CDS, is a flexible, modular platform that is built to scale with the growth of international trade. In a statement, the Directors General for Borders and Trade at HMRC said, “CDS is a key part of the government’s plans for a world-leading fully digitised border that will help UK businesses to trade and to prosper.”

What are the main differences between CHIEF and CDS?

Most customs declarations were submitted electronically to CHIEF, however, it was originally designed to accept paper forms and had to be retrospectively adapted. The CDS system has been designed to be completely digital from day one.
CDS requires more accuracy, additional data requirements, and increased use of codes instead of free text.
Different data sets are required depending on type of declaration.
There are additional methods to make declaration payments of customs duties, including a new ‘cash account’ which allows agents and shippers to deposit money and top up to pay duty.
CDS enables you to update customs agent permissions online.
Country codes: The country code ‘EU’ is no longer an option for the country of dispatch/country of origin and the proper country code will need to be used, e.g.: FR for France.

What is the CHIEF to CDS switchover timeline?

Imports using CDS were implemented on 31 October 2021 when all imports from Rest of World (RoW) to Northern Ireland had to be declared using CDS.

CHIEF imports closed on 30 September 2022 and the requirement to file declarations using CDS extended to all imports into the UK from this date.

The deadline for selected high-volume declarants to move over to CDS Exports was the 30th November 2023 and as part of a phased approach all other businesses must move over by 30th March 2024.

Is the Efret customs team ready?

The short answer is yes. Our team has been working hard behind the scenes and has already implemented our preferred solution. Having developed a robust partnership with the HMRC approved interface provider AEB, we have conducted intense testing over the past few months. We are actually making our switch early on the 11^th March 2024 – more that three weeks before than the official switchover date, to ensure that any last-minute glitches are ironed out.

In conclusion:

Businesses that import and export goods to and from the EU have already been subjected to huge change and in some cases, where customs clearance has not been managed appropriately, huge disruption to supply chain integrity.

E-commerce giant commits its European transport future to intermodal

Global e-commerce giant Amazon reports that it has grown its use of rail and sea intermodal transportation in Europe by an impressive 50% in 2023. It further commits to enhance rail and sea transport solutions even further in the near future. This would seem to be a major statement of intent to decarbonise its European supply chains, however, road transport still plays an important role in first and last-mile operations.

In 2020, the company announced a 300 per cent increase in intermodal rail movements across Europe and this rapid growth is on target to be sustained. Currently, it claims to be using different 100 rail freight routes across Europe. Amazon’s aspiration is that the majority of its shipments will move via rail or sea to reach destinations around Europe.

Amazon noted: “By moving products by sea or rail instead of via road by trucks, we can significantly reduce our carbon footprint. On average, using rail and sea to transport packages or inventory helps reduce carbon emissions by almost 50%. In 2023, like the year before, we’ll transfer thousands of truckloads by sea and rail in Europe, saving thousands of tons of CO2 emissions.”

Intermodality for SMEs

According to Amazon, its intra-European shipments concern small and medium-sized enterprises (SMEs), which comprise 60 per cent of the platform’s sales. The most efficient way to move this freight is loading their cargo on intermodal units that can be easily trans-shipped between rail, road and ship.

Most Amazon journeys take place between two of the company’s fulfilment centres. The intermediate stops include either rail or port terminals, with the first/last miles taking place by truck. In the case of rail, Amazon’s services resemble an ideal combined transport supply chain, where rail covers most of the distance and truck only provides the flexibility to and from the rail terminal.

The implementation of intermodal solutions by global companies like Amazon is a significant boost for rail and highlights its capabilities in terms of fast and flexible deliveries through combined transport. The future potential that such companies have for European rail is encouraging. The growth of rail share in such operations demonstrates that rail freight combinations can eventually become a reliable partner not only for long-distance trips.

Increase of road tolls (MAUT) and CO2 charges for trucks in Germany - effective 1st December 2023

What is happening with MAUT charges?

The German Federal Government will impose significant increases to MAUT and CO2 charges for trucks effective from 1^st December 2023 as part of their Climate Protection Modernization Package. These changes aim to reduce carbon emissions and promote long-term sustainability.

Here's a summary of how this impacts road transport within or transiting Germany:

Effective from 1^st December 2023, there will be a CO2 surcharge of €200 per ton of CO2 emitted by commercial vehicles. This will result in an additional charge of approx. 0.16 €/km.
Additionally, MAUT road tolls will increase significantly from 0.19 €/km to 0.35 €/km, depending on the emission class of the truck.
Euro 6 trucks are not exempt and older trucks attract higher levies.
Commercial vehicles weighing over 3.5 tons will also be included in the legislation.

To demonstrate the potential impact of this increase for an example journey of 706 kms with a Euro 6 compliant, 5 axle truck, calculated from the official table below:

Existing MAUT cost: €134.36
New MAUT cost: €245.86
Example increase per load: €111.50

What does this mean for my freight costs?

Unfortunately, as this charge is imposed by the German Government, we have no alternative but to pass this on, at cost, to our customers, therefore, depending on the distances and the type of truck, there may be significant increases per truck load.

How can I minimise the impact of these additional charges?

The increase in direct costs is unavoidable for a road freight journey in Germany, but there are ways to minimise the impact, for example:

Only work with European transport companies that operate newer vehicles that are at least Euro 6 compliant. Trucks that meet these standards attract the lowest emission standards, which results in lower rates. All Efret’s trucks comply with the higher standard.
Subject to operational considerations, it may be feasible to convert road movements to an intermodal network, such as a combination of short sea and rail. Removing the majority of the road element can significantly lower the overall CO2 and road toll taxes, thereby reducing cost. Advance warning of pending legislation in other countries:

Implementation of a similar toll increase in Austria effective on January 1st, 2024 which is likely to result in increase of charges by 20% and 30%.

What are the features of the Elite™ TMS?

This includes smart mapping technology that considers actual traffic conditions and weather, rather than just a point-to-point decision. Even if only a partial address is available, the system can intelligently match the lat/long data to find the accurate loading point.

Critical vehicle data is also recorded on the database so that trucks are automatically not matched to a load, for example, if their MOT is due, or they do not have the appropriate ADR equipment for that cargo.

These factors combined mean that costly empty or wasted running is kept to a minimum which significantly reduces CO2 emissions over thousands of freight movements per year, supporting our sustainability and decarbonisation objectives.

3. Real-time visibility

TMS software improves visibility of complex logistics processes enabling real-time track and trace. This is especially valuable when long distance and cross border movements can be reliably monitored during multiple modes across road, sea, or air.

Our TMS can also generate optimal routing proposals dynamically, identifying shorter or less congested routes and adapting in real time to unforeseen obstacles.

It’s true to say that disruptions to certain European rail networks were occasionally impacting reliability in the early part of this century. However, this has been almost completely eradicated by the unilateral EU implementation of the Free Access to Rail Directive that enables independent operators to use their own engines and drivers.

During certain recent rail strikes in the UK and France, freight trains with private engines and drivers were still transiting across borders normally with very minimal delay or disruption.

Logistics specialists collaborate to support the rebuilding of Ukraine

NPSG Global are a leading supplier of e-fulfilment warehouse implementation services and have operations around the world. They work with selected logistics partners in Europe and transport specialists Efret are supporting them with warehousing and distribution services in Poland.

When a recent project in Poland came to an end, NPSG were able to donate surplus tools, including hand drills, impact drivers, cutting tools, pallet trucks and printers. Instead of transporting the tools to the next project in another country, they realised how useful the tools would be to support the rebuilding of neighbouring Ukraine. The team decided to donate them to the aid effort but were unsure how to make this happen from a logistics point of view.

Enter Alex Paterson, Key Account Manager at Efret, who seized the opportunity to connect all the interested parties and facilitate the despatch and transport to Ukraine.

Alex contacted Karol Swiacki, the CEO of Bournemouth-based charity Ukraine Relief, to find out if he could help. Karol was only too pleased to find a home for the donated equipment and organised the transport from the warehouse in Poland to where the tools are needed in Ukraine.

Two 13.6m artic trucks were secured to transport the valuable cargo and, with the kind support of Syncreon, whose local team loaded the trucks without charge on the 20th and 21st of September, ready for the 752 km journey to Lviv in Ukraine.

The trucks will be offloaded at their destination within 48/72 hours and the tools will be soon put to work as a welcome and practical addition to help the people of Ukraine rebuild their country.

How has Brexit induced customs clearance impacted European transport to and from the UK?

For companies exporting to or importing from EU member countries, the rules for international shipping changed when the UK left the EU. This had the potential to have a significant impact to the movement of freight across borders, however, using the services of a customs clearance specialist will go a long way to making the process as painless as possible.

As a leading European transport and logistics company, providing freight services to and from the UK and the EU market since 2005, Efret has successfully navigated changing rules and country specific restrictions of varying severity for many years. However, since Brexit took effect in January 2021, the reintroduction of customs at borders has had the most wide-ranging impact of any previous regulatory changes to the transport sector.

What do UK freight exporters and importers need to know?

Customs declarations are now required for all goods entering or leaving the UK and EU countries. Accurate preparation of the relevant documents in advance is the key. Ultimately the responsibility for making UK customs declarations is with the shipper and they will need an Economic Operators Registration and Identification (EORI) number, obtainable from HM Revenue & Customs.

A commercial invoice and packing list with the export documents is also required. For successful delivery, this must travel with the goods, along with any relevant licences or certificates.

A preferential trade agreement between the UK and the EU for many commodities means that an EU customer may be eligible to pay reduced import duty. This only applies if your commercial invoice includes origin details for the goods showing that they comply with the agreement.

Shippers also need to provide the value of their goods on the invoice (sale price or market value), and to classify the goods that are being exported using the right Harmonised System (HS) commodity code. The HMRC’s Trade Tariff tool has an exhaustive list showing HS codes, duty and VAT rates. The VAT rate payable by EU importers on goods from the UK is 20% and the duty can vary between 0% (for preferential goods) and 22%. From January 2022, a deferred VAT accounting scheme became available for some EU importers.

Our team of qualified customs agents will be able to help our customers with HS codes and advise on the customs requirements for their goods. We can make the declarations to prevent delays with getting goods through the UK border.

For import declarations, shipper’s need to include the value and the commodity code of the goods being imported – to determine the rate of duty to be paid and if an import licence is required. Shippers may be able to pay less or no customs duty according to the preferential trade agreement between the UK and the EU for many commodities.

EU exporters to the UK must register for a Registered Exporter (REX) number, which is the equivalent of the UK EORI number.

For UK shipments to EU, its necessary to check that the recipient is able to import them into their country. It may be necessary to make an import declaration in the receiving country, or have a licence/certificate to be a recipient of goods from the UK.

How has the transport of food been impacted?

The UK’s Brexit agreement with the EU mandates that food imports from the EU should be subject to checks at the borders and additional charges levied, but, contrary to my article in July this year, the British government has now postponed the implementation for a fifth time. This is due to their concern that the additional restrictions will contribute adversely to food inflation which would be extremely hard to swallow by British consumers.

The checks are now rescheduled to be implemented at the end of April 2024, which according to BBC reports, some sources are sceptical that it will happen at all, due to the inevitable political implications.

Import taxes:

The Efret customs team can provide this information as long as the exporter has the correct HS commodity code. It’s important to note that there are certain goods that may be restricted – from ammunition to medicines to plant products. These may have special rules and require a specific import licence.

Decarbonisation and sustainability in the European Freight Transport and Logistics industry

Decarbonisation in the freight transport industry could be seen as an improbable aspiration. How do responsible members of the logistics and supply chain community reduce carbon output in what is inherently a high pollutant emission industry?

There’s no getting away from the fact that diesel powered trucks pump a large volume of CO2 into the atmosphere and have done so for many years. Are electric trucks the answer? In some local scenarios, partially, but they are not a universal panacea for long distance cross-border road transportation.

The scale of the transformation required is enormous and costly to implement, however, the key European transport operators in the market are recognising the challenge and addressing it with enthusiasm and innovation.

Climate change is a real and a global problem affecting every nation, but reassuringly, there are several initiatives being undertaken by governments and shippers - and logistics providers in Europe have to play their part in the transport sector.

In the report from the International Transport Forum’s December 2020 report they set out some aggressive targets for decarbonisation, aiming to support the overall EU strategy to be a carbon neutral society by 2050.

How are we supporting decarbonisation and sustainability?

The increased use of multi modal transport systems is a big part of the answer to reduce freight movements by road, however, there are challenges around cross border services that have to be overcome. These need the continued support of individual countries collaborating with each other to create workable systems with a reduction in red tape.

Efret is a market leader in designing bespoke intermodal solutions, tailored to individual client requirements. By using an extensive network of rail, sea and truck providers, we can select the most efficient combination to blend existing with new services across multiple borders.

As a live example of our capability in this field, we have recently been tasked by one of our prestigious automotive clients to design and engineer an intermodal solution for a high mileage route from Spain direct to Turkey. By transferring freight traditionally moved by road to a combination of road and sea, this has the potential to reduce CO2 emissions by 2 million tonnes per year.

In another example, by utilising intelligent route planning on freight movements to France, Spain and Portugal, via western ferry ports, we have demonstrated how we can shave 200 kms per full truck load journey. This smart action can save tonnes of CO2 from hundreds of full truck loads per year.

In addition, we’re also making every effort to reduce our environmental impact, promote ethical practices, and contribute to the communities in which we operate. Our sustainability endeavours include initiatives to reduce carbon emissions, minimise waste, and promote sustainable supply chain practices.

Why logistics operators should not ignore the western channel ports for freight transport to and from Europe

Over the last decade, the Anglo-European freight business has seen an overwhelming focus on shipping via the Channel Tunnel, obviously attracted by high departure frequencies and familiar transit routes between the UK and central Europe.

However, this route planning decision often ignores the huge delays from the outbound departure point on the Kent coast that has been known to regularly extend to 50km eastbound on three lanes. These dramatic delays at the point of export are exacerbated even further when circumnavigating London during the rush hour.

Typically, this is when many trucks will hit the M25 having finished loading in Birmingham in the middle of the afternoon before industry closes. Factor in the impact of those delays to drivers’ duty hours and getting to Folkstone the same evening, on route to Europe, is often jeopardised. If the driver can navigate all of these obstacles overnight, he or she is likely to hit the Paris peripherique (the equivalent of the M25) in the next morning’s rush hour, inevitably causing more delay.

Channel Tunnel routing can still be justified by geography and the sea crossing cost to eastern Europe, and it’s definitely an easier logistical task for haulier’s traffic managers. However, when it comes to shipping to and from the UK to Western France, Spain and Portugal, this is a different story. The Atlantic corridor is a highly populated, commercial region and the operational decision to consider the western ports of Poole or Portsmouth starts to make a lot of sense from a cost and environmental point of view.

For example, in a full truck freight movement from Birmingham, in the UK midlands, to major French cities such as Rennes, Bordeaux, Toulouse or Spanish and Portuguese industrial centres such as Bilbao, Zaragoza, Madrid, Oporto and Lisbon, we can estimate that:

The door-to-door distance will on average be 200 kms shorter.
Drivers will not have to cross London’s M25 and Paris’ peripherique saving driving hours, fatigue, delays due to rush hour queues and traffic accidents.
This saves cost in terms of fuel used and tolls.
On the other hand, shipping Poole>Cherbourg, Portsmouth>Ouistreham, Le Havre or St Malo, drivers will be able to have their legal rests whilst traversing the English Channel. The EU & UK driving hours regulations favour these long sea routings in so far as boarding on and off ferries is not affecting the off-duty regulations.
Motorways and A roads through the Atlantic Corridor are significantly less congested than in the more eastern part of Europe.
It is true that these routings require more precision and discipline in traffic management; an art that Spanish and Portuguese road hauliers have finely mastered hence their resounding success on these markets.

The reduction of 200 kms from the international truck movement, taking into account the slightly more expensive cost of crossing the channel via western ports, is approximately €200 – a huge saving.

The resulting improvements to the driver’s welfare should not be underestimated. As a responsible employer, making operational decisions that provide our driving professionals with a safer and more pleasurable working environment are also tangible benefits that should not be ignored.

In a time when rampant inflation is affecting the supply chain as an increasing part of manufacturing costs, then there is an opportunity for responsible logistics companies and their clients to make some decent savings that will benefit everyone, including the consumer.

And perhaps, even more importantly, is the impact that European road transport has on the environment. To shave 200 kms worth of CO2 from many thousands of full truck loads per year would be a significant boost to supporting the decarbonisation and sustainability objectives of UK and EU governments that are enforced on major manufacturers.

The challenges and opportunities of intermodal transportation in Europe

Throughout a career spanning almost fifty years in the European transportation business, I have always been a great advocate of intermodal transport. Despite its many challenges, I’m a strong believer in the important part that its continued development plays in the positive transformation of the industry.

By definition, intermodal freight transport consists of transporting goods in a single loading unit, such as a container, swap body or even an adapted road trailer, using a combination of road, rail and waterways. This approach has the potential to optimise the relative strengths of each of the modes in terms of flexibility, speed, costs, and environmental performance. From 2014, until the interruption of covid in 2020, the total EU funding, through various bodies supporting intermodal development, stood at around €1.1 billion.

This significant investment rubberstamps the EU’s financial commitment to supporting intermodal freight transport improvements and reducing regulatory burdens. However, there is still more progress to be made to provide a level playing field between intermodal and traditional road transport. The EU Commission still needs to finalise a dedicated EU strategy on intermodality as part of its broader aspirational strategies on decarbonising freight transport by modal shift.

It’s encouraging to see that the EU Commission has set very challenging targets for 2030 and 2050 for the increased use of rail and European waterways and I’m hoping that these are based on robust simulations of how much modal shift could realistically be achieved. The individual member states remain focused on their own domestic targets, but there is evidence to suggest that they are increasingly working towards aligning with the EU in the form of a unified strategy.

As a further demonstration of their commitment, the Commission has also taken steps to simplify State Aid rules for schemes aimed at encouraging a modal shift away from road involving rail, European waterways or multimodal transport. This will be a great opportunity for the participating countries to collaborate on cross border services to fully utilise this financial support.

The intermodal market in Europe has the right foundations in place to develop further, but it is true to say that it is complex and the geopolitical circumstances can be discouraging, especially as it is governed by the Combined Transport Directive which can be deemed restrictive.

However, interpreting these conditions and regulations is part of the value that Efret can provide to our customers. Despite some perceptions of barriers to intermodality development, we are one of the few operators that truly understand the market and have established relationships with the key operators across the region. We have a proven track record of designing and implementing reliable intermodal routes as a viable alternative to road.

This means working in partnership with multiple suppliers across borders to deliver a seamless solution, often bespoke to our customers’ requirements. This capability has been enhanced even further following the recent joint venture between Efret and GB Global, providing even more resources and expertise at our disposal.

For example, KLOG, another GB Global Group company, operates an established rail service to and from Portugal and Poland, via hubs in Spain and France. Having access to this strategic network represents a major solution for shippers trading between these economic powerhouses, who have previously relied on road transport for their supply chain fulfillment.

As a live example of our capability in this field, we have recently been tasked by one of our prestigious automotive clients to find an intermodal solution for a high mileage route from Spain direct to Turkey.

Our approach is to engineer a controlled system that involves a minimum amount of road transport from the manufacturing facility, in this case in the northwest of Madrid, to the nearest rail terminal. The next phase involves moving the containers by rail freight to Tarragona and then finally by sea to Turkey. The benefits are:

The transit time is compatible with road
Less time is wasted at border controls due to customs formalities
The cost is comparable with road
Supports decarbonisation initiatives saving over 100k tones of CO2 per annum

Once this system is in operation, it opens further opportunities in terms of resource positioning to introduce additional intermodal routes from Portugal to Spain, France, Poland and eventually the UK.

To conclude, the revolution to extend the footprint of intermodal transport in Europe has well and truly started. It’s up to us, as responsible logistics providers and our forward thinking and environmentally conscious suppliers, to embrace the opportunities and not be constrained by legacy preconceptions.

The current state and future prospects of the European transport and logistics industry

Having recently been invited to speak at the 4th annual European Michelin Carrier Forum in Aranda de Dueró, this inspired me to reflect and take stock of the current state of the European transport and logistics industry.

From my vantage point as CEO of one of the key players in the market, I have been well placed to witness the industry's transformation and the increasing importance of sustainability and global trade.

The European logistics sector is a significant force, contributing €900 billion to the market value and employing 7 million individuals. Its impact on the EU GDP is an impressive 7%, with transport representing half of this figure.

However, recent years have brought unprecedented challenges caused by hugely disruptive events such as the enduring effects of the COVID pandemic, noting that China is only just beginning to recover. Semiconductor shortages, climate change, high inflation in the Eurozone, and geopolitical tensions, notwithstanding a brutal war in Ukraine, have destabilised global supply chains and severely affected the European transport and logistics market.

While we have witnessed declining freight rates and the closure of several transport companies; mergers and acquisitions among major players have taken place. For example, CMA-CGM have now outgrown Maersk with the acquisition of Bolloré and Ceva acquiring Gefco, proves the rule of the survival of the fittest into today’s market place.

Diesel prices have eased somewhat after sustained volatility, however, they remain elevated compared to 2021. Vital capital equipment such as tractor units, trailers and spare parts have become increasingly more expensive with double digit price hikes. The EU Mobility Package has also pushed transport companies to reconsider the countries in which they choose to operate their fleet, which, in turn, has a knock on impact on costs and the environment causing increased empty mileages. The cost-of-living crisis across Europe is also pushing up wage demands in 2023. Furthermore, the Brexit agreement has introduced complexities and increased costs for trade and supply chains between the UK and the EU.

However, amid all the crises and conflicts there is also some good news. After a year-long dispute between the UK and the EU, a solution to the Brexit issue is on the horizon, thanks to a fresh approach agreed around the Irish Sea border and a more business-like relationship between Messrs Macron and Sunak.

The logistics world has now adjusted to the fact that, because of Brexit, the free movement of goods between the EU and the UK has ceased since January 1, 2021. The Brexit agreement has caused many changes for trade and supply chains between the UK and the continent. In short, it has become more expensive and more complicated. Additional costs and time delays must now be factored in for imports and exports, making goods more expensive. In the meantime, the cost of transportation has also risen; not least because many Continental drivers are reticent and, in some cases outright refusing, to carry freight to the UK because of severe delays compared with simpler and more lucrative intra-EU transits.

In the face of these challenges, the logistics industry has displayed resilience, maintaining supply chains even under extreme pressure. However, more obstacles lie ahead, including hurdles in the food segment and potential factory closures in the British automotive sector. For those of us operating in the food segment and in the dairy and meat industry in particular, there are more specific challenges to come. Having postponed four times since 1st January 2021, the UK will no longer be able to avoid the physical control checks of food imports from the 31st of October 2023. From this date, it must comply as a WTO member in parallel with the rest of the EU.

The British automotive sector is not immune from further disruption with the spectres of potential of further factories closures from Stellantis and Jaguar if the UK does not renegotiate key parts of the Brexit deal. In addition, the rules of origin in EV manufacturing are resurfacing that threatens a 10% import duty penalty if conditions are not met.

According to EU’s Brexit Chief Marcos Sefcovic, the current deal won’t be renegotiated before 2026.

The war in Ukraine is additionally causing further disruption, with no end in sight. In fact, February 24th, 2023, marked the one year anniversary of Russia’s invasion. While the EU has put its tenth package of sanctions into effect, logistics companies, carriers, and ports are still trying to adjust to the crisis and the restrictions and changes it has brought. New transport routes were quickly established to supply Ukraine with aid and other goods, and as a result, we can state positively, despite the ongoing challenges, logistics is growing to the benefit of people and the economy.

So where do we go from here?

The stagnation in freight demand from Q4 2022 has continued into 2023, flattening the driver shortage curve – for now. But nothing has changed in the long-term outlook of the profession. The proportion of younger drivers remains extremely low. Any jump in demand from European economies will further exacerbate the shortage of drivers, which in turn will limit economic growth. We can’t take our eyes off the ball, and we need to continue pushing for fast structural solutions to driver shortages.

Despite easing on the demand-side, the supply pressures continue to erode capacity and while fuel costs have fallen from their 2022 high, they remain elevated compared to 2021, however, stabilisation might be on the horizon. In any business environment that experiences fluctuations, it is vital to provide consistency in everyday operations and this can be achieved through reliance on trusted partners and modern technology.

Now is an optimal time to bring the benefits of automation into the daily lives of financial services companies, shippers, and carriers. Automation should supplement, not replace, the use of first-class, passionate, and committed people providing great customer service. This is especially relevant given the high-touch nature of the industry and its intensive reliance on administration and back-office operations. Outdated and complex manual processes slow speed to payment and make all parties in the supply chain more vulnerable to fraud. The addition of automation with human oversight will allow for a more frictionless process for all parties involved in the supply chain, while also providing increased protection. So, how do we optimise current trends, anticipate new challenges, and build a stronger European transport and logistics industry?

Infrastructure developments and remove bottlenecks:

Promote policies that recognise the need for flexibility and efficiency across all modes of transport and incentivise transport infrastructure development by the creation of transit corridors throughout Europe. Escalate at the highest level, using the considerable influence of corporate giants, such as Michelin, insisting that the French contribute to the renaissance of intermodal in and through France. Reversing the literal abandonment of intermodal transport by successive governments despite verbal and politically correct commentary.

Logistics is vital to Global Trade:

Campaign to amplify recognition from governments, manufacturers and consumers of the role logistics plays in global trade. At the same time, challenge shippers to review the efficiency of their global transport network and start re-onshoring some of their activities and jobs back to more local markets. This will lead to curbing or even avoiding some of the major disruptions faced over the past 3 years.

Improve Industry Efficiency:

Raise awareness of the importance of efficient global logistics value chains supported by global standards. I strongly believe that this is where we need to find some synergy between transport and logistics partners.

Internal EU market:

Prioritise the completion of the EU internal market for all logistics services, reinforcing an intelligent and sensible level playing field in Europe. Fight back on grossly excessive, and French induced, impairment of driver’s freedom to choose where they can sleep amongst other frustrations.

Reduce Unproductive Administration:

Cut excessive red tape that freight drivers are subjected to, with France guilty of leading the onslaught on EU drivers. Ensure proper enforcement of legislation against corrupt firms, not their drivers! And don’t get me started on how Brexit has enormously added red tape to the movement of freight from the UK to the EU.

Decarbonisation Agenda:

Continue to develop an ambitious decarbonisation agenda. The scale of transformation required to decarbonise our European transport system is unprecedented and very expensive to implement while realistically the climate is already changing. Once again, multimodal through and within Europe and France is a big part of the answer as are development commitments to test and scale sustainable alternatives to fuel taxes and encouraging government agency transparency to build public trust.

Technology Agenda:

Drive innovation and standardisation, promoting automation and introducing industry-wide digital tools while preserving the human factor and partnership between shippers and suppliers.

Cyber Security:

Highlight the importance of interoperability and standards along with increased (cyber) security for efficient logistics services.

In summary, although the industry faces challenges such as supply chain disruptions, driver shortages, and rising costs, we can drive positive change and shape the future of transport and logistics. By embracing innovation, fostering collaboration, and addressing key areas of concern, we can build a resilient and sustainable industry.

Let us navigate these uncertainties together and work towards solutions and a brighter future for the transport and logistics sector.
